I have the honour to state that I have recently given much consideration to the question of the re-organisation of the Public Works Department with a view to relieving the Director of Public Works of a large portion of the work of supervision, which has increased under the present system to such an extent as to make it practically impossible for one man to undertake it.

The question is no new one. Before his
retirement Mr. Chatham, who possessed an unrivalled knowledge of the public works of the Colony, hed begun to find the burden too much for him, and on the appointment
of Mr. Perkins to succeed him it was hoped thet arrangements
might be made whereby the Director would be spared much won
of a routine character. His health, however, broke down under the severe strain of the work and he was compelled to retire from the Service before he could formulate s definite scheme. Mr. Creasy has been in the Colony for nearly seven months, and after much discussion I am now in i
e position to lay before you certain proposals relating to the development of the Port of Hongkong. I hope in a subsequent despatch to deal with other branches of the
Public Works Department.

in progress which affect the port. On the Hongkong side,
